The Pirates signed Powell to a minor league contract for 2009. According to the blog maintained by the Indianapolis announcer, Powell wanted to return and the Pirates obliged him. He throws a fastball, curve and change, and generally throws strikes without missing many bats.

1994-2000: Looked like decent prospect in the Expos’ chain, but never got established in majors.

2001-08: Had very good partial season in AAA with Padres, but decided to try his luck in Japan. Had a good five year run from 2002-06, but declined badly his last two years. The limited playing time in 2007 may indicate he was hurt.

2009: Did not receive invitation to major league camp in spring training, but instead competed for spot in Indianapolis rotation. Ended up mainly in bullpen, but made spot starts throughout the year. Rebounded well and finished strongly, with ERA of 0.99 in August and September. Pitched much better overall in relief, with opponents’ average of .245 compared to .322 starting.

2010: Again served as swing man, only this time starting more than relieving. Pitched about same as in 2009, maybe a little better. Allowed fewer hits and was much better starting, but ended up with higher overall ERA. At times the team seemed to leave him in games when he wasn’t pitching well, no doubt to take up innings. When the major league staff is in a constant state of flux, as the Pirates’ was, the AAA staff is sure to be, too. Powell was a much-needed source of stability and innings for the Indy staff.

The Pirates probably wouldn’t mind bringing him back in 2011, but with a host of real prospects due to arrive from Altoona, Powell’s fading chance of returning to the majors might be better served somewhere else.
